MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 1995 <br />in the need for more senior and adult activities. <br />Fahey stated that he did not disagree. However, he <br />felt that at this point there was not enough <br />justification based on the need for expanded proqrams <br />or additional time to add a full-time position now. <br />Fahey stated that he was concerned that the issue was <br />being driven because of concern that the City might <br />lose a valuable employee. Fahey felt the assistants <br />should be put on an hourly basis. The issue can be <br />revisited next year at budget time. <br />Morelan felt there was sufficient justification for the <br />full-time position. Morelan pointed out the <br />recommendation of the City Administrator and Parks & <br />Recreation Director, and stated that he did not see <br />enough reason to make him uncomfortable with these <br />recommendations. <br />Fahey suggested that the additional cost of the full- <br />time position be deleted from the budget, but suggested <br />that some additional dollars be retained in order to <br />provide for additional expense involved with transition <br />if a new employee is hired to replace Jack Fitzgerald. <br />Fahey suggested that if that occurs, the new employee <br />be put on three months before the end of the year in <br />order to provide a good training period. <br />Scalze agreed. Scalze felt there was not a good enough <br />handle on the situation to justify the full-time <br />position at this point. Scalze again stated that it <br />appears the 1992 goals established for the Parks & <br />Recreation Department have been met. Scalze felt that <br />programs have been expanded as much as they can be, <br />noting that she has not received any calls £rom people <br />wanting something the City is not providing. Scalze <br />again noted that citizens indicated in the survey that <br />they are pleased with recreation programs. <br />LaValle agreed. LaValle also felt the assistants <br />should be put on an hourly wage in order to track their <br />hours. <br />Morelan stated that he saw no reason not to accept the <br />City Administrator's recommendation. <br />Fahey stated that he did not know the City <br />Administrator's recommendation in view of not expanding <br />programs further. If that policy is bad, Fahey stated <br />that he would expect the City Administrator to tell the <br />Council. Fahey felt that more justification was needed <br />14 <br />
