MINUTES <br />CITY COUNCIL <br />DECII'4BER 18, 1995 <br />Scalze suggested that someone from the LCRA might be <br />interested. <br />The Director suggested that not hiring Michelle DeBace <br />at full-time status will be a lot tougher on the <br />Department, and he did not feel this would save much <br />money. However, suggested that this miqht prove itself <br />out. , <br />Morelan asked if the City Administrator felt <br />comfortable with his recommendation. <br />The City Administrator stated that if the Council if of <br />the opinion that the Recreation Department is not in an <br />expansion mode, the City can maintain programs using <br />part-time assistants paid on an hourly basis. <br />Scalze questioned changing the salary of the assistants <br />to an hourly basis. <br />The Administrator felt the change was appropriate from <br />an equity standpoint. <br />Fahey stated that he would like to make the change in <br />order to fairly compensate the assistants and to track <br />hours worked. <br />Pedersen felt the Council needed to decide whether the <br />Recreation Program was in an expansion mode, retraction <br />mode or maintaining status quo. <br />Scalze pointed out that the program is fluid, some <br />programs have been added and others have been dropped. <br />LaValle pointed out that the program may still be on <br />the expansion track depending on the interest from the <br />general public. <br />Fahey suggested that the program be run the same in <br />1996 as it was in 1995. Fahey indicated that he was <br />not comfortable with expansion at this point, given the <br />potential for budget cuts at both the Federal and State <br />levels. Fahey noted that when budget cuts occur, the <br />first programs to be cut are typically recreation <br />programs. Fahey suggested that the City not be too <br />expansion-minded at this point. <br />Morelan suggested that maintaining the status quo might <br />be acceptable for the short run, but is short-sighted. <br />Morelan pointed out the City's efforts to attract <br />additional senior housing development which will result <br />13 <br />
