MINUTES <br />CITY COUNCIL <br />DECENIBER 18, 1995 <br />The Administrator replied that CDBG grants have <br />typically focused on housing needs. The Administrator <br />did not believe there were a lot of grant programs <br />available for this type of project. <br />Fahey asked if occupancy of the building changes, would <br />the City have to make all the changes proposed. <br />Finsness distributed a revised cost estimate to the <br />Council which is the result of a meeting held today <br />with the Building official and City staff. Finsness <br />pointed out that the Building Official has the power to <br />interpret the building code and has made some <br />interpretations which eliminates some of the <br />improvements. The revised estimate is for <br />approximately $189,000 including three alternates. <br />Finsness estimated the cost of totally replacinq the <br />building at between $65 and $90 per square foot. The <br />old fire station consists of approximately 7,700 square <br />feet on the two levels. <br />Fahey suggested that it did not make sense to put <br />$250,000 into the building for only access <br />improvements. <br />Finsness reported that there are mechanical and <br />electrical code violations which must be dealt with. <br />Finsness also pointed out that his estimate is a best- <br />guess of probably construction costs, and did not <br />include his fee nor building permit fees. <br />Scalze noted that the City would have to do alternative <br />1 and 2, which are reroofing and air-conditioning. <br />Morelan asked if alternative 3, landscaping, was <br />strictly landscaping or included parking improvements <br />as well. <br />Finsness reported that parking improvements were <br />included as well. <br />LaValle asked if the project addressed the lack of <br />parking. Finsness replied that it did not. <br />The City Administrator noted that including the <br />architect's fee and building permit costs would bring <br />the revised project over $200,000. <br />Fahey suggested that perhaps the best alternative would <br />be to leave the building as is and continue on with the <br />use that currently exists. <br />3 <br />
