MINi7TES <br />CITY COUNCIL <br />DECII~'lBER 18, 1995 <br />process that the City found out the codes that would <br />apply to updating the entire building. <br />The City Administrator reported that the City had an <br />initial review done by another architect as part of the <br />Community Development Block Grant process. That review <br />included a walk-through inspection and cursory review <br />of code issues and a cost estimate. The Administrator <br />noted that he indicated from the beginning that he was <br />worried that the initial estimate for the renovation <br />was too low. He also noted that proposed uses <br />(occupancies) have changed since the initial review was <br />done. <br />The Administrator reported that Paul Finsness was hired <br />to do a much more detailed code evaluation. Finsness <br />looked at occupancies and discovered that new building <br />codes would have much more impact on the project than <br />initially anticipated. Some of the codes which go into <br />effect January 20, 1996 are more burdensome than the <br />codes that existed previously. <br />The Administrator reported that he had Greg Schmit, the <br />Building Official, review the project from a code <br />standpoint. A meeting was held between the Building <br />Official, Paul Finsness, the Code Enforcement Intern, <br />and City Administrator today to discuss the project and <br />the Building Official's analysis. <br />The City Administrator stated that the question is <br />whether $300,000 is too much to spend on this building. <br />The Administrator felt it was, given the way the money <br />is proposed to be used. The proposal includes <br />improving restrooms and meeting existing code <br />requirements, but does not give the City any more <br />usable space. There is the multi-level issue of the <br />building which is affecting accessibility issues. The <br />Administrator suggested that the city may be better off <br />investing in a new building to get something that is <br />more functional. <br />The Administrator noted that he left $98,500 in the <br />budget, which includes the $25,000 CDBG monies. If the <br />City does not go forward with the renovation, the grant <br />will be lost. The grant money must be used within the <br />next 6 to 7 months on the old fire station. The <br />Administrator did not believe the grant money could be <br />transferred to another project. <br />Morelan asked if there were any other grant <br />possibilities for a project involving a new building. <br />2 <br />
