MINUTES <br />CITY COUNCIL <br />DECII"IBER 18, 1995 <br />the building. <br />Finsness pointed out that none of the existing <br />restrooms satisfy accessibility codes. At a minimum <br />the City would be required to put an acoessible <br />bathroom on each level. Those improvements would <br />quickly eat up the grant money. <br />Fahey suggested that the City focus on that and spend <br />some additional dollars to make the building more <br />usable. <br />Scalze asked if the LCRA could continue its use of the <br />building. <br />The City Administrator thought that would be possible, <br />but pointed out that the City would not be able to <br />lease out the lower level of the building. <br />Scalze asked if the lower level could continue to be <br />used for recreational programs. <br />The Administrator thought that would be possible as <br />long as the use is not intensified. He also noted that <br />the Aistorical Society could continue to use their <br />existing display area, but the rest of the building <br />would have to remain as storage space. <br />Morelan suggested that the City should have a long-term <br />plan for the building. <br />Scalze asked if the existing uses in the building are <br />grandfathered in. Scalze specifically asked if the <br />senior exercise class can continue to meet in the lower <br />level. <br />The Building Official replied that he does not know how <br />the City is currently using the building. The Building <br />Official stated that the fire inspection proqram or <br />application for a building permit would trigger <br />building corrections for a building currently in use. <br />The Building Official stated that for now the building <br />should be inspected from a fire safety standpoint. The <br />Building Official stated that he would assume a fire <br />inspection would classify the entire upper Eloor of the <br />building as storage occupancy. The downstairs would <br />likely be classified as an assembly use. Therefore, <br />would have to meet certain requirements. The occupancy <br />load is another factor in triggering certain <br />improvements. <br />LaValle asked if the City would make the same <br />6 <br />
