MINUTES <br />CITY COUNCIL <br />DECII'4BER 18, 1995 <br />requirements of private business. <br />The Building Inspector replied that nothing is being <br />proposed in this situation that would not be done for <br />anyone else. <br />With regard to ADA requirements, the Building Inspector <br />stated that the City may want to check with legal <br />counsel. If the lower level is being used for senior <br />exercise classes and a gathering room, not meeting ADA <br />requirements may result in more exposure to the City <br />since this is a public building. <br />Scalze.pointed out that the City is currently open to <br />that exposure. <br />The City Administrator suggested that Finsness, the <br />Building Official, and the Fire Marshal go through the <br />building and develop a work scope that would be <br />necessary in order to continue operating the building <br />as it is currently being used. The Administrator <br />pointed out that there is $98,500 in the Budget for <br />renovations at the old fire station. it was suggested <br />that this money be left in the budget. If it is not <br />spent on the old fire station, it will be available for <br />other projects. <br />Fahey agreed that the building should be improved to <br />the level necessary to maintain its current usage. <br />LaValle pointed out that a municipal building must meet <br />ADA requirements. <br />The Building Official replied that that is true if the <br />building is being used as an assembly occupancy. It <br />will also be necessary to look at fire code and life <br />safety code requirements. The Building Official <br />suggested that the addition of accessible restrooms may <br />be the only access issue which needs to be addressed. <br />However, if the City changes or expands the occupancy <br />of the building, that would trigger all of the <br />requirements as if it were a new building. <br />Fahey felt the building should be upgraded for the <br />existing occupancy and to address life safety issues so <br />that the City can continue to use the building for as <br />long as it can. <br />Morelan suggested that an estimate was needed of how <br />long the building in its present form will last. <br />7 <br />
