MINUTES <br />CITY COUNCIL <br />DECEt4BER 18, 1995 <br />Scalze raised the issue of the Historical Society use. <br />The Administrator indicated that the Historical Society <br />had wanted to enhance their display area. The <br />Historical Society will have to determine if they can <br />live within the confines of the space they have now. <br />Fahey suggested that for the long-term the City can try <br />to find additional grant dollars to make further <br />improvements to the building so not all improvements <br />are made at one time. <br />Morelan commented that sooner or later a decision will <br />have to be made on how much money the City should <br />invest in the building. <br />Fahey suggested that the additional cost information be <br />obtained, and that the Council debate the issue further <br />at a later date. <br />The next item to be debated was whether or not to make <br />the po'sition of Parks & Recreation Assistant full-time <br />commencinq July 1, 1996. Fahey reviewed the memo of <br />the Parks & Recreation Director dated December 15th. <br />Fahey asked why the City would not continue with the <br />two part-time Parks & Recreation Assistant positions. <br />The Parks & Recreation Director pointed out that he has <br />outlined his position in his December 15th memo. <br />Currently, each of the two part-time positions are paid <br />a salary based on quarter-time status. The Director <br />noted that a three-month time study was done commencing <br />in April which shows that the two assistants are <br />working approximately 27 hours per week. The <br />Assistants have pointed out that the time study was not <br />all-inclusive, and there was time spent on telephone <br />calls, etc. that was not accounted for. The Director <br />noted that he works over 50 hours per week. As a <br />result the three employees are currently working about <br />80 hours per week. Given time worked, as well as <br />instructions from the Council to try and expand <br />programming, especially in the areas of adult and <br />senior recreation, there is not much time available to <br />allocate to expansion activities. The Director <br />reported that in the last four years approximately 9 to <br />11 new programs were offered. Some were successful and <br />others were not. <br />The Director reported that Michelle DeBace has been <br />working with the Roseville Area Senior Program to <br />promote additional senior activities.
