MINUTES <br />CITY COUNCIL <br />DECEI~SBER 20, 1995 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-12-293 - RATIFYING THE 1996 CAPITAL <br />IMPROVEMENT PLAN AS SUBMITTED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-12-294 - RATIFYING THE 10% FUND <br />PRIORITIZATION AS SUBMITTED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />MASSAGE Morelan reported that he was approached by Janice <br />ORDINANCE Graczyk regarding the possibility of including massage <br />therapy as an accessory use to her hair salon business. <br />Morelan noted that the City's ordinance requires a <br />$10,000 license fee for massage. This ordinance was <br />first enacted in 1977, and the minutes from that time <br />do not indicate the Council's reasoning for that fee. <br />Morelan stated that he can only assume that the fee was <br />set at a$10,000 level in order to discourage illicit <br />operations from coming into the City. Morelan stated <br />that he would like to see the City take a closer look <br />at the issue. <br />Fahey stated that when he reads the ordinance, he <br />congers up nothing but bad images. Fahey stated that <br />he would be willing to prohibit massage as a permitted <br />use altogether. Fahey noted that while some <br />proprietors might be good, the business does attract <br />certain activities which he was not in favor of. <br />Morelan reported that Graczyk researched surrounding <br />cities which allow massage at a much-reduced license <br />fee. <br />LaValle pointed out that the City cannot draft an <br />
