MINUTES <br />CITY COUNCIL <br />JANUARY 10, 1996 <br />North Suburban Youth Association, how many bingo <br />occasions they currently operate per week. <br />Matson replied that they conduct 4 to 5 occasions per <br />week. Matson reported that he brought a proposal <br />before the Legislature asking that charities be allowed <br />to operate up to 10 occasions per week. The <br />Legislature had previously limited that number to 7. <br />Matson hoped that this action would not now result in <br />his charity losing occasions. <br />Fahey pointed out that since the premises permit is up <br />for renewal and five occasions are being requested, he <br />felt it appropriate for the Council to discuss whether <br />to grant 3 additional occasions to a City-based <br />organization. Fahey indicated that he will abstain <br />from the discussion of this matter since his wife works <br />for Little Canada Charity Plus. <br />Morelan indicated that his wife also works for LCCP on <br />a limited basis, therefore, he will abstain from <br />discussion as well. <br />Fahey asked the Acting Mayor to take over the meeting. <br />Scalze pointed out that the Council has had a lot of <br />discussions with this charity over how they serve our <br />City. Scalze pointed out there are local charities <br />serving the City as well. In the past there has been <br />some difficulty with this issue because a Little Canada <br />charity cannot conduct gambling in Roseville since that <br />city has an ordinance prohibiting it. Little Canada <br />Charity Plus could not conduct gambling in the City of <br />Roseville. There is not a level playing field between <br />the two cities. <br />Matson reported that NSYA would be happy to move their <br />offices to Little Canada. <br />Scalze indicated that NSYA is not a charity which is <br />set up to serve Little Canada citizens, and that is <br />troublesome to her. <br />LaValle pointed out that the Council has had this <br />discussion before with NSYA. LaValle stated that he <br />realizes that the Parks & Recreation Department may <br />have been laggard in submitting grant applications to <br />NSYA. LaValle stated that he echoed the comments of <br />Bev Scalze regarding the need for the charities <br />operating in Little Canada to benefit Little Canada <br />citizens. LaValle stated that if the City denied <br />NSYA's application entirely, it would have to give an <br />6 <br />
