MINUTES CITY COUNCIL JANUARY 10, 1996 additional night to Lake Owasso and the remaining nights to LCCP. Scalze asked if the Council needed to act on the application as submitted, or could action be tabled until the applicant submits a rotation schedule showing fewer occasions. LaValle believed that the Council has the right to amend the premise permit, specifically the number of occasions allowed. Scalze stated her intent would be if fewer occasions are approved for NSYA, those additional occasions go to LCCP. Matson pointed out that LCCP currently has 6 to 8 occasions per week, depending on how the nights fall. Therefore, they are the dominant organization in the bingo hall. Matson felt that NSYA was being penalized by the City~s taking away occasions. Matson pointed out that LCCP has the ability to request additional occasions without impacting either of the other two charities operating in the bingo hall. Scalze asked if there was any reason to table this matter. Scalze asked if LCCP would have to make application for the additional occasions. LaValle replied that LCCP would have to submit an amended premise permit application which would include the additional occasions. Scalze pointed out that the Council has reviewed LCCP's letter and knows their intent. Scalze indicated that there has been no doubt about what the City's intent has been since long ago which is to assist the City's local-based charities at our local-based bingo hall. Matson asked if that is the reason the City would take away a night from NSYA. Scalze pointed out that NSYA has the ability to do more in the City of Roseville, where it is based. Local Little Canada charities do not have that same opportunity. Matson pointed out that NSYA is North Suburban based, not Roseville based. NSYA has a Roseville location. It is also planning an Arden Hills and St. Paul location. However, that doesn~t mean the organization belongs to any of these cities. 7
