MINUTES <br />CITY COUNCIL <br />JANUARY 10, 1996 <br />additional night to Lake Owasso and the remaining <br />nights to LCCP. <br />Scalze asked if the Council needed to act on the <br />application as submitted, or could action be tabled <br />until the applicant submits a rotation schedule showing <br />fewer occasions. <br />LaValle believed that the Council has the right to <br />amend the premise permit, specifically the number of <br />occasions allowed. <br />Scalze stated her intent would be if fewer occasions <br />are approved for NSYA, those additional occasions go to <br />LCCP. <br />Matson pointed out that LCCP currently has 6 to 8 <br />occasions per week, depending on how the nights fall. <br />Therefore, they are the dominant organization in the <br />bingo hall. Matson felt that NSYA was being penalized <br />by the City~s taking away occasions. Matson pointed <br />out that LCCP has the ability to request additional <br />occasions without impacting either of the other two <br />charities operating in the bingo hall. <br />Scalze asked if there was any reason to table this <br />matter. Scalze asked if LCCP would have to make <br />application for the additional occasions. <br />LaValle replied that LCCP would have to submit an <br />amended premise permit application which would include <br />the additional occasions. <br />Scalze pointed out that the Council has reviewed LCCP's <br />letter and knows their intent. Scalze indicated that <br />there has been no doubt about what the City's intent <br />has been since long ago which is to assist the City's <br />local-based charities at our local-based bingo hall. <br />Matson asked if that is the reason the City would take <br />away a night from NSYA. <br />Scalze pointed out that NSYA has the ability to do more <br />in the City of Roseville, where it is based. Local <br />Little Canada charities do not have that same <br />opportunity. <br />Matson pointed out that NSYA is North Suburban based, <br />not Roseville based. NSYA has a Roseville location. <br />It is also planning an Arden Hills and St. Paul <br />location. However, that doesn~t mean the organization <br />belongs to any of these cities. <br />7 <br />
