MINIITES <br />CITY COUNCIL <br />JANiJARY 10, 1996 <br />the adult T-shirts. LaValle stated that he thinks NSYA <br />does a wonderful job for Roseville, Arden Hills, Mounds <br />View, and the School District. LaValle pointed out <br />that there were 37 or 38 Little Canada seniors at the <br />Seniors Graduation Party to which NSYA donated $2,100. <br />LaValle pointed out that there is a home-based <br />charitable organization in town that has donated more <br />than $3/4 million to the City without solicitation. <br />LaValle pointed out that NSYA does things for Roseville <br />that they are not asked to do. LaValle stated that he <br />did not believe NSYA should be out of the bingo hall <br />completely. <br />Matson stated that LaValle was upset tonight because <br />one grant application was denied, and pointed out it <br />was denied for legal reasons. <br />LaValle stated that he was not upset, however, Matson <br />appeared to be. <br />Matson agreed. <br />Scalze commented the issue is an emotional one, but <br />pointed out the City has always been very up front <br />through the years about charitable gambling. Scalze <br />believed the discussion this evening should come as no <br />surprise to Matson. <br />Matson felt the City should have been up front enough <br />to send him a copy of LCCP's letter. <br />Scalze replied that she just saw the letter this <br />evening. <br />Matson stated that he considered this a disservice. <br />LaValle asked if the application for up to 5 occasions <br />should be denied and new submittals required. <br />The City Attorney reported that the Council could <br />approve the premise permit application amending it from <br />five occasions to two. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-1-8 - AMENDING THE PREMISE PERMIT <br />APPLICATION SUBMITTED BY NORTH SUBURBAN YOUTH <br />ASSOCIATION CIIANGING THE NUMBER OF GAMBLING OCCASIONS <br />FROM FIVE TO TWO, AND APPROVING THE AMENDED FORM <br />SUBJECT TO SUBMISSION OF A REVISED ROTATION SCHEDULE BY <br />9 <br />
