MINUTES <br />CITY COUNCIL/PLANNING COMMISSION <br />JANUARY 12, 1996 <br />issues in the proposed Comp Plan which conflict with <br />the Development Guide. The Planner suggested that this <br />evening discussion focus on how to resolve those <br />conflicts between land use and the Development Guide <br />for Rice Street. <br />The first region discussed was the Rice Street <br />corridor. The Planner indicated that the main <br />conflicts are with the existing mobilehome parks which <br />front on Rice Street. The Planning Commission has <br />taken the position that the mobilehome parks are not <br />the best land use for Rice Street, and should <br />eventually be redeveloped. <br />The Planner reported that commercial land uses are <br />broken down into two separate uses. The first being <br />regional/commercial which is typically a use like a <br />shopping center. The second would be auto-related <br />commercial, and there needs to be discussion about <br />which properties are appropriate locations for auto- <br />related commercial and which are not. The Planner <br />reported that there is a third commercial land use, <br />that is neighborhood/commercial. <br />Neighborhood/commercial would be the types of uses <br />which provide goods and services for the Little <br />Canada/East Roseville neighborhood area. The focus is <br />on a small market area and neighborhood retailing. <br />The Planner stated that the main conflict between the <br />Comp Plan and the Development Guide is that the <br />Development Guide calls for commercial nodes, and <br />between those commercial nodes on Rice Street would be <br />residential development. The Planner indicated that <br />the reality would be that these residential nodes along <br />Rice Street would be higher density because of property <br />values as well as traffic volummes. The Development <br />Guide calls for the residential areas to split the <br />prime commercial areas along Rice Street. The Planner <br />indicated that if this is acceptable, the land use map <br />should be amended accordingly. <br />Fahey asked if the Planner had discussed this with the <br />consultants who worked on the Development Guide. <br />The Planner replied that he had and indicated that the <br />consultants indicated that they had not given a lot of <br />attention to this issue. Their idea is to make the <br />commercial areas much more distinct. <br />2 <br />
