MINUTES <br />CITY COUNCIL/PLANNING COMMISSION <br />JANUARY 12, 1996 <br />The Planner indicated that thought should be given to <br />whether or not residential is a good long-term use for <br />the area. The Planner stated that the Planning <br />Commission~s preference would be to fill in Rice Street <br />with commercial uses. <br />Pedersen pointed out that the node concept is the <br />concentration of high-quality development rather than <br />stringing development up and down Rice Street. <br />Soalze suggested that property owners with <br />commercially-zoned property would have a problem with <br />their property being rezoned to residential. Scalze <br />stated that the property would almost have to be <br />rezoned to high-density residential in a trade-off for <br />existing commercial zoning. <br />Fahey pointed out that the residential development <br />could consist of townhouses. Fahey suggested that <br />perhaps the City does not rezone these areas, but let <br />developers know that the City would consider <br />residential development separating the commercial <br />nodes. <br />The Planner indicated that the new Metropolitan Land <br />Planning Act requires a greater amount of consistency <br />between zoning and a city's land use map. The Planner <br />indicated that the Met Council or property owners could <br />sue the City if this consistency did not exist. <br />Scalze pointed out that if the City concentrates on the <br />mobilehome areas as the residential nodes along Rice <br />Street, it would not have to worry about conflicts. <br />Carson pointed out that the Planning Commission was <br />concerned about a low-rent project near the schools <br />becoming a crime area. <br />The Planner indicated that the Comp Plan will be <br />reviewed for compliance by the Met Council which <br />requires that the City show a fair share of affordable <br />housing. The mobilehome parks provide a large supply <br />of affordable housing, and to zone this use out could <br />be subject to challenge by the Met Council. <br />Knudsen asked specifically which areas were being <br />discussed. <br />3 <br />
