If the City was <br />unsure as to the land use, a property could be rezoned <br />to PUD with a mixed use designated as the underlying <br />land use or designated as an area of further study. <br />Fahey stated that he would rather see the mobilehome <br />parks rezoned to PUD to provide the City with some <br />control, rather than have a developer come in with a <br />plan and the City have no control. <br />Morelan pointed out that the underlying land use <br />designated in the land use plan would provide the City <br />controls it needs. <br />The Planner pointed out that the City always has the <br />ability to do a Comp Plan amendment if a proposal is <br />presented that does not conform to the current plan, <br />but is one the City is interested in pursuing. The <br />burden would be on the developer to show the value of <br />the proposal. <br />Morelan asked if existing structures would become non- <br />conforming under a PUD zoning. <br />The Planner replied that that is correct. <br />Fahey stated that it would be difficult for him to tell <br />someone that the City is taking away their commercial <br />zoning and replacing it with residential. <br />Keis felt there were opportunities to address the <br />matter with the existing mobilehome parks as well as <br />existing residential development along Rice Street. <br />Scalze pointed out the area from the Klein property on <br />the north to the Maleitzke property and Anderson <br />property on the south which could be redeveloped as a <br />residential area. <br />Fahey suggested that this area could be rezoned PUD <br />with an R-3 underlying land use. <br />Scalze felt a townhome development would be an <br />improvement for this area. <br />Pedersen agreed the properties which are zoned <br />residential should be retained with some type of <br />residential zoning. <br />6 <br />
