These could be zoned PUD with <br />high-density residential designated on the land use <br />plan. <br />Keis pointed out that the idea can always be revisited <br />if someone comes in with an idea that is appealing. <br />Fahey pointed out that the City must be able to tell a <br />property owner why their particular piece is being <br />rezoned to residential while another is not. <br />Schletty pointed out he would rather see redevelopment <br />of some of the depressed areas along Rice Street with <br />townhome development, than to rezone an existing <br />business to residential. Schletty felt development of <br />residential along Rice Street should be concentrated on <br />that basis. <br />Knudsen agreed that the depressed properties should be <br />rezoned to PUD. <br />Schletty felt the fact that the properties are <br />depressed would be a good defense for the City if a <br />rezoning were challenged. <br />Fahey stated that he was not interested in seeing <br />apartment development. Scalze pointed out that the <br />City does not have many townhomes. <br />The Planner felt that townhome development would be an <br />appropriate land use. <br />Again, Fahey felt the property owners would be opposed <br />to rezoning to residential. Fahey stated that the <br />Council must be convinced this is the best long-term <br />solution for the City. <br />Schletty pointed out previous discussions about <br />cleaning up the Rice Street area, and attracting. <br />quality businesses to the area. <br />Fahey pointed out the area just north of The Market <br />Place Shopping Center might be a good one for townhome <br />development. <br />The Planner indicated that the Plan shows a <br />redefinition of commercial uses along County Road C and <br />7 <br />
