MINUTES <br />CITY COUNCIL <br />JANUARY 24, 1996 <br />PROVIDING FOR A$100 ANNUAL MASSAGE THERAPY LICENSE <br />FEE, AND RETAINING THE $75 ANNUAL LICENSE FEE FOR <br />INDIVIDUAL MASSEUSES <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Pedersen, Morelan, Scalze. <br />Nays (0). Ordinance declared adopted. <br />EXTENSION OF The owners of the Market Place Shopping Center have <br />SIGN VARIANCE requested extension of the sign variance previously <br />M~RKET PLACE granted for the pylon sign at the shopping center. <br />SHOPPING <br />CENTER Mr. Pedersen introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-1-28 - APPROVING A ONE YEAR EXTENSION <br />FOR THE SIGN VARIANCE PREVIOUSLY APPROVED FOR THE <br />MARKET PLACE SHOPPING CENTER <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Pedersen, LaValle, Fahey, Morelan, Scalze. <br />Nays (O). Resolution declared adopted. <br />RECESS At this point in the meeting, 8:25 P.M., Council took a <br />short recess. The meeting was reconvened at 8:34 P.M. <br />GAMBLING Scalze reported that the reason the Council amended the <br />Premises Permit application submitted by North Suburban <br />Youth Association was not because o£ dollars, but <br />because the Council has a request from a local charity <br />for more gambling occasions per week. Scalze pointed <br />out the Cities of Roseville and Maplewood require that <br />a charitable organization have a city address in order <br />to operate a gambling site within their respective <br />cities. Scalze wanted the record clear that the <br />Council action in reducing NSYA to two occasions per <br />week was not because of how much money a charity <br />contributes to the City, but rather to address a <br />request from a local charity. Scalze pointed out that <br />the Minnesota State Lottery does not operate in order <br />to give funds to a neighboring state, but rather for <br />the benefit of the State of Minnesota. <br />LaValle agreed that the Council's action was to give <br />preference to a City-based organization. <br />13 <br />
