MINUTE5 <br />CITY COUNCIL <br />JANUARY 24, 1996 <br />standards for the remainder of the City outside the <br />Rice Street/Little Canada Road area. <br />The City Administrator suggested the effort be limited <br />to the remainder of Rice Street and Little Canada Road. <br />The Administrator suggested the City Planner submit a <br />proposal for Council consideration. <br />Morelan agreed the effort should be limited to the rest <br />of the Development Guide Area, specifically the <br />remainder of Rice Street and Little Canada Road. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-1-30 - REQUESTING TI-IE CITY PLANER <br />SUBMIT A PROPOSAL FOR ASSISTING THE PLANNING COMMISSION <br />IN THE DEVELOPMENT OF ARCI-IITECTURAL GUIDELINES FOR THE <br />REMAINDER OF THE RICE STREET/LITTLE CANADA ROAD <br />DEVELOPMENT GUIDE AREA <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Morelan, Scalze, Fahey. <br />Nays (0). Resolution declared adopted. <br />SPECIAL The City Planner reported that one o£ the <br />SERVICE implementation strategies from the Development Guide <br />DISTRICT is the establishment of a special service district. <br />This would allow for the taxing of the cost of <br />improvements rather than special assessments. An <br />improvement tax would be tax deductible, while a <br />special assessment is not. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-1-31 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO CONTACT THE CITY~S LEGISLATORS AND <br />REQUEST TI-IAT THEY SPONSOR SPECIAL SERVICE DISTRICT <br />LEGISLATION FOR THE RICE STREET/LITTLE CANADA ROAD <br />REDEVELOPMENT AREA <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Scalze, Fahey, Pedersen. <br />Nays (0).
