MINUTES CITY COUNCIL JIfNUARY 24, 1996 REFUSE/ The City Administrator reviewed the Refuse/Recycling RECYCLING Ordinance amendment pointing out the definition of ORDINANCE materials which are allowed to be burned within the City as well as allowing the use of plastic bags in overflow situations. The Administrator reported that in checking with other cities, the majority favor containers. The Administrator also reported that the ordinance amendment provides for options of containers within mobilehome parks versus a centralized dumpster or some other plan to be approved by the City. Mr. Morelan introduced the following ordinance and moved its adoption: ORDINANCE NO. 429 - AMENDING CHAPTER 809 OF THE MUNICIPAL CODE OF THE CITY OF LITTLE CANADA RELATED TO MIXED MUNICIPAL SOLID WASTE AND RECYCLABLE MATERIALS STORAGE AND COLLECTION The foregoing ordinanoe was duly seconded by LaValle. Ayes (5) Morelan, LaValle, Fahey, Scalze, Pedersen. Nays (0). Ordinance declared adopted. CITY Mr. Fahey introduced the following resolution and moved ADMINISTRATOR its adoption: SALARY RESOLUTION NO. 96-1-32 - TABLING ACTION ON THE CITY ADMINISTRATOR'S SALARY UNTIL THE NEXT COUNCIL MEETING The foregoing resolution was duly seconded by Scalze. Ayes (5) Fahey, Scalze, Pedersen, LaValle, Morelan. Nays (O). Resolution declared adopted. LENFER The City Planner reported that Ray Kline is looking AUTO REHAB for another site to locate his auto repair business. Mr. Kline has identified the Lenfer Auto site, and would like to remodel the building, clean-up the site, pave the parking lot, landscape, and construct a fence. The Planner pointed out that in order to make use of the property for an auto repair business, the property would have to be rezoned to B-2 and a Conditional Use Permit issued. Mr. Kline would like to know if the Council would be receptive to his proposed use of the property. Scalze questioned why the City would want to allow this 17
