MINUTES <br />CITY COUNCIL <br />JANUARY 24, 1996 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pedersen, LaValle, Fahey. <br />Nays (O). Resolution declared adopted. <br />NORTH Fahey reviewed the letter dated January 15, 1996 from <br />SUBURBAN Bob Matson, Executive Director, North Suburban Youth <br />YOUTH AS50C. Association, requesting that the Council amend its <br />PREMISES decision to limit NSYA to two bingo occasions per <br />PERMIT week. Matson reported in the letter that due to the <br /> rotating schedule, it would be difficult if NSYA could <br /> not operate three occasions during the weeks their day <br /> would fall on a Thursday or Friday given the morning <br /> session on those days. Fahey pointed out that trie City <br /> has sent a letter to Lake Owasso asking if they would <br /> consider relinquishing a session to NSYA, in <br /> conjunction with Little Canada Charity Plus, during the <br /> weeks that NSYA's day falls on a Thursday or Friday. <br />The City Administrator reported that Betty Strohbeen, <br />Lake Owasso, informed him that while their organization <br />has not had an official meeting to discuss this <br />request, members have been polled and they prefer to <br />leave their situation as it is and not become involved <br />in this discussion. <br />Fahey pointed out that a motion to reconsider the <br />Council's previous action with regard to renewal of <br />NSYA's premises permit would have to be made by one of <br />the Council Members voting on the prevailing side of <br />that motion. Fahey asked if there was a Council Member <br />willing to make a motion to reconsider. <br />Bob Matson, NSYA, pointed out if it was the Council's <br />intent to limit his organization to one day at the <br />bingo hall, there is the matter of when that day falls <br />on a Thursday or Friday. The Council approved two <br />occasions for NSYA. If, under the rotating schedule, <br />North Suburban's day falls on a Thursday or Friday, <br />they would not be able to conduct the three occasions <br />typically held on those days. Matson pointed out that <br />North Suburban was conducting 4 to 5 occasions per <br />week, and the Council's action cutting them back to 2 <br />occasions leaves them with less than half of what they <br />currently have. Matson felt that the reason for <br />placing this condition on NSYA is the Council's <br />thinking that North Suburban's contributions are not in <br />line with what Little Canada organizations are giving. <br />5 <br />
