MINUTES CITY COUNCIL AND PARK & RECREATION COMMISSION J~INUARY 24, 1996 recommendation to the Council. SKI TRAILS Morelan suggested that the Commission consider providing cross-country ski trails pointing out that Spooner and Pioneer Parks, as well as the Water Works property would be good locations. SHELTERS Johnson pointed out that a picnic shelter in Pioneer Park has been in the Commission's plans for quite some time. However, a new shelter in Spooner Park has not. Therefore, the Commission questions the shift of dollars from the Pioneer Park shelter to the Spooner Park shelter. The Director reported that a meeting has been scheduled for Monday, February 5th, at 6 P.M. to disouss the Spooner Park shelter. Representatives from the Council, Canadian Days, the Park & Recreation Commission,`and City Staff have been invited to attend. Morelan pointed out that there already is a shelter in Pioneer Park. Johnson stated that there ie no place for a family picnic in Pioneer. Johnson pointed out that a picnic shelter is in the park plan for Pioneer, and Johnson felt the plan should be completed. Morelan stated that Spooner Park is a much more desirable location for family picnics, and the current shelter is not large enough. Morelan felt that the Canadian Days proposal makes sense from that regard. Morelan stated that he had concerns about building something that would look good in the park. Johnson agreed that Spooner Park was a more attractive park for a family picnic, but pointed out that there are families that may want to have a picnic in Pioneer Park after a game. Remerowski felt that $20,000 was a generous donation on the part of Canadian Days. However, suggested that if the cost of a shelter is substantially more, the City should approach Canadian Days for more funding. Fahey stated that the City may have to start a fund 15
