MINi7TES <br />CITY COUNCIL AND PARK & RECREATION COMMISSION <br />JANUARY 24, 1996 <br />Council level. <br />Scalze suggested that if the City provided screening, <br />perhaps the property owners would not oppose the trail <br />connection. <br />Remerowski pointed out that after the last meeting with <br />the property owners, it was assumed that access to <br />Pioneer and Spooner Parks would occur down Payne Avenue <br />and then LaBore Road, given the opposition by the <br />property owners to completion of the northwest section <br />of the trail system. At that time the consensus of the <br />Commission was to leave the trail plan the way it is, <br />and hopefully the property could be acquired some time <br />in the future as it becomes available. <br />Morelan felt there was nothing wrong with taking <br />another look at the master plan for the trail system. <br />Morelan suggested that at a minimum the City should <br />move forward with acquiring the necessary easements <br />over the NSP property. The City should also be looking <br />for a temporary solution to the problem. <br />Remerowski stated that the temporary plan was to use <br />the street system to access the parks. <br />Fahey suggested that if using the street system becomes <br />the permanent solution, then the City should at <br />providing for a wider shoulder when considering street <br />reconstruction projects. <br />Johnson pointed out the sidewalk improvement which <br />Roseville recently did along County Road C. <br />It was pointed out that Roseville obtained a Federal <br />grant for this improvement. <br />Remerowski suggested that if an on-street trail system <br />is the permanent solution, the master plan should be <br />amended removing the northeast trail connection. <br />Remerowski pointed out that the City has discussed <br />completing the trail system many times, but questioned <br />how long this would take. If the connection cannot be <br />completed, people should be directed another way to the <br />park. <br />Johnson suggested that the Commission discuss this <br />issue at their next meeting and present a final <br />14 <br />
