MINOTES <br />CITY COUNCIL AND PARK & RECREATION <br />JANUARY 24, 1996 <br />Canada would lose participants to these cities~ <br />programs. Scalze indicated it is not possible for the <br />City to duplicate the programs offered by Maplewood and <br />Roseville without having a staff of four or five' <br />people. Little Canada offers a home town program, not <br />the full-blown program being offered by Maplewood and <br />Roseville. <br />Pedersen suggested that the Council did not indicate <br />that it was satisfied with the status quo, but rather <br />had a lack of understanding of what the recreation <br />program should be. It was not clear what is trying to <br />be accomplished with the recreation program. <br />Johnson stated that the Commission's reaction is that <br />there is always room for improvement, and that <br />maintaining the status quo would cause the program to <br />fade away. Johnson also stated that the Commission <br />felt there should be more specifics presented in how <br />the program would be expanded in order to justify the <br />position. <br />Scalze replied <br />status quo, it <br />have remained <br />the program is <br />discussed that <br />efficient with <br />that when the Council talked about the <br />was discussing the fact that numbers <br />~onstant. The Council recognizes that <br />a changing, movable thing, and al5o <br />perhaps staff would become more <br />time. <br />Fahey stated that if the thought is the City is not <br />providing services we really think necessary, what <br />services are those, how much staff time would it <br />require to provide those services, is there a better <br />resource for obtaining those services like the school <br />district, would it be more efficient to join with <br />another city or school district in providing those <br />services. Fahey said the answer is not adding a full- <br />time person and then adding programs to justify the <br />full-time position. <br />Fahey acknowledged that the Council was not been clear <br />to the Director during initial budget discussions about <br />the full-time position. As the Council got closer to <br />approving the budget, and was looking at increasing <br />taxes, a little harder look was taken. At that point <br />the Council removed the full-time position from the <br />1996 Budget. <br />3 <br />
