MINUTES <br />CITY COUNCIL <br />FEBRUARY 21~ 1996 <br />which benefit both buildings rather than just half the <br />units. <br />Fahey agreed that the detection system would be an <br />improvement, but pointed out that a sprinkler system <br />would enhance life safety for the fire fighters. <br />Morelan pointed out that a fire similar to Grand Pre's <br />will happen again in this City. The only way to <br />prevent that is with a sprinkler system. <br />Pedersen asked what the Council wanted to do, pointing <br />out that the dollars are not there to sprinkle both <br />buildings. <br />Fahey stated that he favored sprinkling at least one <br />building, and did not oppose using the City's issuance <br />fee to defray the cost. <br />Scalze suggested that Dominium's $43,000 be escrowed, <br />the tax-exempt bonds approved, and that the Fire <br />Marshal, Fire Chief, and City Administrator discuss the <br />matter and make a recommendation to the Council. <br />McNellis stated that the $43,000 could be collected at <br />the time of closing and held in escrow until a decision <br />is made. <br />Pedersen pointed out that if only one building is <br />sprinkled, Dominium may have to disclose that fact to <br />potential renters. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 96-2-42 - APPROVING THE HOUSING FINANCE <br />PROGRAM AND AUTHORIZING EXECUTION OF VARIOUS DOCUMENTS <br />IN CONNECTION WITH THE ISSUANCE OF MULTIFAMILY HOUSING <br />REVENUE BONDS, SERIES 1996 (PROVINCES OF LITTLE CANADA <br />PROJECT) SUBJECT TO DOMINIUM'S ESCROWING OF $43,000 <br />PENDING FURTHER DETERMINATION BY THE CITY COUNCIL FOR <br />LIFE SAFETY IMPROVEMENTS <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) Fahey, Morelan, Scalze, Pedersen. <br />Nays (0).
