MINUTES <br />CITY COUNCIL <br />FEBRUARY 21~ 1996 <br />Pedersen asked how much the City would be willing to <br />spend to sprinkle private property. Pedersen pointed <br />out that there are other apartment buildings in the <br />City which are not sprinkled, and those property owners <br />may then contact the City for financial assistance in <br />getting their buildings sprinkled. <br />Fahey pointed out that his comments dealt with what the <br />Fire Department might do with charitable gambling <br />dollars. If that could be done for every apartment <br />building in the City, there may ultimately be some <br />benefit to the taxpayers. <br />Scalze asked what can be done in a limited fashion to <br />improve life and fire safety at The Provinces. <br />The Fire Marshal replied that the first option would be <br />a fire suppression system. The second would be upgrade <br />of detectors and the central alarm system. <br />Scalze asked if it would make sense to sprinkle one <br />building. <br />Brachman stated that he would rather see a solution <br />that bene£itted both buildings than just one. Brachman <br />again pointed out that the detection system in the <br />hallways and common areas could be connected to ring <br />directly to the Fire Department. <br />Fahey stated that the concern is with preserving life. <br />Smoke detection systems are the first line of defense <br />and sprinkling is the second. Early prevention is the <br />key factor. Fahey asked if the Fire Marshall mentioned <br />sprinkling first because The Provinces already have a <br />smoke detection system in place. <br />The Fire Marshal replied that that was correct. He <br />also commented that if the smoke detection system is <br />connected to the Fire Department, there would be a <br />quick response. However, there will also be false <br />alarms. <br />Scalze asked if smoke detectors and horns are <br />effective. <br />The Fire Marshal replied that they were. <br />Scalze stated that she would like to see improvements <br />9 <br />
