MINUTES <br />CITY COUNCIL <br />FEBRUARY 21~ 1996 <br />sprinkler system in one building or keeping the fee for <br />economic development which is a general need of the <br />City. Scalze asked if sprinkling one building made <br />sense. <br />Fahey pointed out that with Grand Pre' part of the <br />problem in fighting a fire is the accessibility to the <br />complex and the size of the complex. The Provinces are <br />more accessible and smaller. However, the proposal of <br />the developer to improve the alarm system does not <br />address the issue of fire fighters' safety. <br />Morelan stated that a standpipe at The Provinces was <br />not as big an issue as it would be with a larger <br />complex. Morelan pointed out that if one building were <br />sprinkled, the chances of a disaster are cut in half. <br />Morelan felt that given the choice of spending the <br />City's fee on life safety, economic development, or a <br />building in Pioneer Park, the clear choice was life <br />safety. Morelan stated that he would be in favor of <br />looking at the feasibility of sprinkling one building. <br />The City Administrator pointed out that an issue to <br />keep in mind is the reliability of the numbers. The <br />quote from General Sprinkler was just received this <br />morning and was prepared with little notice. General <br />Sprinkler hoped that the price could be reduced once <br />they had an opportunity to look over the plans for the <br />building. However, there is also the possibility that <br />the price could increase. <br />Sween suggested that the City take Dominium's <br />contribution of $43,000 and set it aside. In the <br />meantime staff could work with Dominium on a solution. <br />Fahey stated that he knows the Fire Chief favors <br />sprinkling over improved smoke detection. Fahey stated <br />that he would favor spending money to sprinkle one <br />buildings. There may be some future opportunities to <br />work with the developer to get the other building <br />sprinkled. Fahey stated that it was not beyond his <br />comprehension that once the Fire Department upgrades <br />their equipment, they might be interested in using <br />charitable gambling profits to improve life safety <br />issues in the City. Fahey agreed that Dominium~s <br />$43,000 contribution should be escrowed until a <br />solution is decided upon. <br />8 <br />
