MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />neighborhood. <br />Pedersen pointed out that Keller Parkway was made wider <br />which provides room for walkers and bikers. Allowing <br />parking along the street negates that opportunity. <br />Fahey noted there are not a lot of good, attractive <br />thoroughfares for walkers and bikers in the City. <br />Fahey felt the issue was one o£ safety. <br />Morelan pointed out there are no other thoroughfares in <br />the City where parking is banned on both sides of the <br />street. <br />Scalze disagreed, pointing out there is a no parking <br />ban on Edgerton. The City issues parking permits to <br />property owners on Edgerton in the event of a <br />graduation party, garage sale, etc. where additional <br />parking is necessary. The same would be done for <br />property owners on Keller Parkway. <br />LaValle suggested it may be premature to address this <br />issue given the road was just completed in the fall. <br />LaValle suggested the issue be addressed after the <br />summer. LaValle also pointed out the property owners <br />were not assessed for the road improvement. <br />Scalze pointed out there are several short driveways on <br />Edgerton Street, and she is not aware that the parking <br />ban has caused property owners problems. Scalze <br />pointed out without the parking ban, the rights of <br />walkers and bikers are taken away when the shoulder is <br />blocked by a parked vehicle. Scalze noted when Keller <br />Parkway was improved, the intent was that the City <br />would look at the parking issue. Scalze felt Keller <br />Parkway may be used more by walkers and bikers than <br />Edgerton Street. <br />Morelan felt the same argument could be made for any <br />street in the City. While Keller Parkway may have more <br />pedestrian traffic than other streets, the lake side of <br />the street is already posted. Morelan felt this side <br />of the street gets the most usage by walkers and <br />bikers. <br />Pedersen pointed out it was not the City's intent that <br />people would be parking on the Keller Parkway <br />shoulders. <br />8 <br />
