MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />Scalze reported the usage of Keller Parkway by walkers <br />and bikers is very high. <br />LaValle pointed out the no parking ban impacts long- <br />term property owners and taxpayers in the City. <br />Scalze suggested that someone should not be parking on <br />a walkway. <br />Fahey felt if the intent had been to ban parking on <br />only one side of the street, then a 10-foot wide <br />shoulder should have been put in and the road shifted <br />over. Fahey felt five-foot shoulders on either side of <br />the street with walkers and bikers dodging in and out <br />of parked cars on a road with a lot of curves was a <br />safety issue. Fahey stated the issue was one of <br />balancing public safety with interests of homeowners, <br />most of whom have on-site parking. Fahey pointed out <br />the majority of homeowners on the lake support the no <br />parking ban. <br />Pedersen suggested those parking along Keller Parkway <br />are not the homeowners, but rather people cominq to the <br />lake to ice-fish, etc. <br />Fahey stated that once the area is posted no parking, <br />the City will have to enforce the ban. Fahey also <br />indicated he has not seen a lot of cars parking on <br />Keller Parkway, therefore, it was hard to believe this <br />would be a burden to the property owners on the lake. <br />Pedersen noted the City would issue parking permits to <br />the Keller Parkway property owners upon request. <br />Scalze pointed out the parking ban on Edgerton has not <br />been a problem. There was some concern expressed by <br />property owners initially, but since no parking has <br />been posted there have not been a lot of complaints. <br />Morelan stated that one of the original options was a <br />wider shoulder on the lake side, and a minimal shoulder <br />on the house side. However, the County was not <br />agreeable to that option. Morelan stated he believes <br />the majority of walking and bikinq occurs on the lake <br />side. Therefore, a good balance would be to just post <br />the lake side as no parking. <br />Fahey noted this would force two-way bike traffic to be <br />9 <br />
