MINUTES <br />CITY COUNCIL <br />M~I2CH 27, 1996 <br />FROM RESIDENTIAL BUSINESS (RB) TO PLANNED UNIT <br />DEVELOPMENT (PUD): <br />PARCEL NO. 06-29-22-31-0057 <br />The foregoing ordinance was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Fahey, Pedersen. <br />Nays (0). Ordinance declared adopted. <br />ARCHITECTURAL Fahey reported that the Planning Commission acting as <br />REVIEW - the City's Architectural Review Board has reviewed <br />MARKET PLACE the pylon sign proposal for the Market Place Shopping <br />SHOPPING Center. The Board's recommendation is that the sign <br />CENTER SIGN be approved as submitted with the requirement that the <br />sign poles be covered with materials matching the <br />shopping center building, and that back-lit plastic <br />signs be allowed recognizing this is a variance to the <br />architectural design guidelines, but pointing out the <br />circumstances of working with an existing building. <br />The Board also recommended the property owner work with <br />the City Planner on the modifications to the proposed <br />sign. <br />Bob Grootwassink, owner of the Market Place Shopping <br />Center, presented a revised diagram of the proposed <br />pylon. Grootwassink pointed out the sign posts have <br />been increased in size to 12 inches by 12 inches and <br />will be covered in the metal material being used on the <br />shopping center. <br />Scalze asked how high the lowest portion of the sign <br />was. <br />Grootwassink replied that the bottom of the sign is 10 <br />feet, 4 inches off the ground. This is required by the <br />Highway Department for visibility purposes. <br />Fahey asked if the total height of the sign was in <br />conformance with the height variance the City granted <br />for the sign. <br />Grootwassink replied it was, pointing out the new pylon <br />will be the exact height as the existing sign. <br />Pedersen asked if the sign would be back lit. <br />Mark Hotzler, Market Place Shopping Center, replied it <br />would. <br />Scalze pointed out that the City spent almost a year <br />5 <br />
