MINUTES <br />CITY COUNCIL <br />MARCH 27, 1996 <br />putting together architectural guidelines for the Rice <br />Street/Little Canada Road area. Scalze further pointed <br />out that this pylon sign is the first proposal to be <br />submitted to the Architectural Review Board, and the <br />Board recommends a variance from the architectural <br />guidelines. 5calze stated that the City is involved in <br />the Market Place Shopping Center renovation, and <br />indicated it bothers her a variance would be <br />recommended for this property. Scalze was concerned <br />the City would require every other property owner in <br />the area to comply with the guidelines, but when the <br />City is involved, a variance is granted. <br />Hotzler felt the architectural guidelines made sense <br />for the office and residential uses recommended for the <br />area in the Development Guide. Hotzler pointed out the <br />Market Place is a retail use. Signage is necessary to <br />bring in customers to make the stores profitable. <br />Hotzler stated that the signaqe outlined in the <br />architectural guidelines is basically monument signage <br />with lights on it. A retail project requires the type <br />of signage they are proposing for the Market Place. <br />Scalze stated that the Development Guide proposes <br />downtown-type retail uses for the area. <br />Hotzler stated that the Guide is recommending office <br />buildings across from the Market Place. Hotzler agreed <br />there is some retail proposed in the Guide, but it is <br />destination retail. <br />Morelan indicated the type of retail proposed in the <br />Rice Street/Little Canada Road Development Guide is not <br />specifically defined. <br />Scalze felt whatever action is taken for the Market <br />Place sign, the Council must be prepared to be fair to <br />other property owners in the area. Scalze pointed out <br />the Market Place sign is not grandfathered in. <br />Morelan pointed out that the owners are doing a great <br />job with the renovation of the Market Place. However, <br />that renovation probably does not fit the City's <br />architectural guidelines. Morelan felt it might be <br />more important to have the sign match the Market Place <br />structure than to have a completely different theme <br />which meets the City's architectural guidelines. <br />Fahey pointed out the property owners have made some <br />modifications to the sign, incorporating the materials <br />that are being used on the building. <br />6 <br />
