MINUTES <br />CITY COUNCIL <br />MARCH 27, 1996 <br />Conditional Use Permit were required, there would be <br />less risk involved because the proposal would have to <br />meet the Land Use Plan. <br />Fahey suggested that there were not many uses which <br />were conditional uses. <br />The Planner replied that there are still a good many <br />conditional uses, and suggested that there would be <br />more of a concern if there were a lot of vacant land <br />left in the City. The Planner suggested that the City <br />decide which properties should be rezoned now and which <br />later. However, the City probably shouldn't do any <br />rezonings until the Comp Plan goes through the Met <br />Council. While the City may not change the Plan <br />because of Met Council comments, there is a chanoe that <br />the City may. <br />The Planner pointed out that the Planning Commission <br />has suggested that the I-P zoning along Centerville <br />Road be extended east to Vanderbie. The Council has <br />indicated that the I-P zoning should not be extended <br />any further east. The Planner also pointed out that <br />there was discussion of rezoning the north side of <br />Demont adjacent to Savage Lake to mid-density housing. <br />However, the Council was not in agreement with that <br />change. <br />Morelan asked if a stipulation could be put in the <br />Zoning Code stating that redevelopment activity must be <br />in compliance with the City~s Land Use Plan. <br />The Planner suggested that such a stipulation would <br />classify all development as requiring a Conditional Use <br />Permit. The Planner suggested that the risk be <br />measured, and the Council take specific action on the <br />areas of concern. <br />Morelan felt the most critical properties are the ones <br />where the Comp Plan is recommending a downzoning. <br />The Planner suggested that the Council may want to look <br />at the permitted uses allowed in the B-3 District to <br />determine if any should be moved to the Conditional Use <br />Permit category. <br />Fahey pointed out that the Comp Plan supersedes the <br />Zoning Code, and asked if the City does not rezone, if <br />there was some reason to amend the Land Use Plan to <br />reflect existing zoning. <br />2 <br />
