MINUTES <br />CITY COUNCIL <br />MARCH 27, 1996 <br />The Planner replied that the Council and Planning <br />Commission have gone back and forth on that issue. The <br />Planner pointed out that he indicated mid-density <br />housing for this area; however, the Planning Commission <br />felt a commercial office park was more appropriate. <br />Scalze suggested that there would be real conflict on <br />rezonings of mobile home park property since residents <br />would oppose commercial zoning, but the property owner <br />may favor it. <br />The Planner indicated that it was easier when zoning <br />superseded the Land Use Plan, but now that this is <br />reversed, it is much more difficult. <br />Fahey pointed out that it takes the same number of <br />voted to amend the Land Use Plan as it does to rezone a <br />property. <br />The Planner suggested that the City rezone areas where <br />it wants to chanqe the land use. For areas where the <br />City is not sure, action should be postponed. <br />Knudsen asked about areas which the zoning conflicts <br />with the Land Use Plan. <br />The Planner stated that when a conflict exists, the <br />City can postpone rezonings for properties that it <br />feels comfortable with the risk of development <br />occurring either way. Another option is to rezone to <br />PUD and then have the underlying land use direct <br />development. <br />Morelan pointed out that with the PUD zoning, every <br />building permit would require review by the Council. <br />Fahey pointed out that the Land Use Plan shows open <br />space at the intersection of Rice Street and Little <br />Canada Road. Fahey stated that it was his <br />understanding that this corner would develop <br />commercially. <br />DeLonais pointed out that the open space indicates the <br />entrance to the area. <br />The City Planner indicated that the Development Guide <br />process changed that, and indicated that the text in <br />the Land Use Plan governs. The text does not describe <br />development on a parcel-by-parcel basis, but says there <br />will be a mix in the area.
