MIN[1'PES <br />CITY COUNCIL <br />NfARCH 27, 1996 <br />on the map and reference made to the Development Guide. <br />The Planner suggested that he change the map to include <br />this area in the Regional Commercial designation. <br />The City Administrator pointed out that the open space <br />designation north on Rice Street is the Water Works <br />property which St. Paul plans to sell. The City has <br />reviewed this proposal and indicated that an office <br />park development would be appropriate. <br />The Planner suggested that Regional Commercial may be <br />the appropriate designation for this area as well. <br />The City Administrator suggested that perhaps the area <br />should be designated as office park since Regional <br />Commercial may lead someone to think a shopping center <br />would be acceptable. <br />Scalze suggested PUD with office park as the underlying <br />land use. <br />The City Administrator commented that I-P zoning could <br />be appropriate for an office/warehouse development with <br />a campus-type setting. <br />Morelan asked if the Comp Plan includes definitions of <br />what the various land use categories mean. The Planner <br />replied that there is such discussion. <br />Morelan questioned why the City would classify any <br />developable property as open space. <br />The Planner replied that a developer would have to show <br />that property with the open space classification was <br />developable. If it is, then the City could proceed to <br />rezone the property as appropriate. <br />Scalze stated that she could foresee a problem with <br />designating the trailer park property as medium density <br />residential when it is zoned commercial. Scalze <br />suggested that the property owner may view the <br />residential use of the property as transitory. <br />Fahey felt it was difficult to designate another use on <br />the Land Use Map than the residential use of the mobile <br />home parks. <br />Scalze felt that the Land Use Map indicates the future <br />use of the property. Scalze pointed out that the <br />property owners are now aware of the implications of <br />this classification on the Land Use Map. <br />5 <br />
