MINUTES <br />CITY COUNCIL <br />APRIL 10, 1996 <br />$43,000 to upgrade life safety. If the cost of the <br />upgrades does not reach $43,000, it would not be <br />inappropriate to require Dominium to put the remainder <br />of the money back into the building. <br />Fahey felt that the committee acted on the premise that <br />their recommendation for sprinkling one of the <br />buildings would be approved. Therefore, Fahey <br />suggested the matter go back to the committee for a <br />recommendation on alternative life safety improvements. <br />It was the consensus of the Council that the $43,000 <br />escrowed by Dominium be used for improvements to the <br />fire alarm system at The Provinces, and any remaining <br />funds then be used for life safety improvements and <br />finally for other building improvements. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 96-4-86 - AUTHORIZING THE COMMITTEE TO <br />DETERMINE LIFE SAFETY IMPROVEMENTS TO BE MADE AT THE <br />PROVINCES WITH THE $43,000 PROVIDED BY DOMINIUM GROUP <br />BASED ON TFIE PRIORITIES AS DETERMINED BY THE COUNCIL <br />WHICH ARE FIRST FOR IMPROVEMENTS TO THE FIRE ALARM <br />SYSTEM~ SECONDLY FOR OTHER LIFE SAFETY IMPROVEMENTS, <br />AND FINALLY FOR OTHER BUILDING IMPROVEMENTS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Fahey, Scalze, Pedersen, Morelan, LaValle. <br />Nays (0). Resolution declared adopted. <br />ENERGY The City Administrator reviewed his letter dated <br />RETROFIT April 5th regarding the analysis whiah was done by <br />PROGRAM Environment and Energy Resource Center regarding <br />revisions that could be made to city buildings which <br />would yield energy savings and be eligible for <br />participation in NSP~s rebate and 0% interest loan <br />financing program. The City Administrator reported <br />that the City will be responsible for approximately <br />$8,500 in costs for upgrades to the HVAC system. These <br />improvements were planned to be done anyway, and the <br />City had budgeted $13,000 for this work. The remainder <br />of the cost will be paid for through a 0% loan from NSP <br />which is repaid with the energy savings which result <br />from the improvements. <br />LaValle pointed out that a new public works building <br />might be constructed within the next 3 to 5 years. <br />LaValle asked if the City would have to pay off the <br />loan balance for improvements made at the existing <br />11 <br />
