MINi7TES <br />CITY COUNCIL <br />APRIL 10, 1996 <br />public works building, if the building were sold prior <br />to the loan being retired. <br />The City Administrator suggested paying off the loan <br />balance could be a condition of the sale. <br />Morelan asked if an addition onto City Hall would <br />affect HVAC improvements. If so, Morelan suggested <br />that the architect comment on the upgrades to existing <br />equipment. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-4-87 - APPROVING THE ENERGY RETROFIT <br />PROJECT FOR CITY BUILDINGS AS RECOMMENDED BY <br />ENVIRONMENT AND ENERGY RESOURCE CENTER BASED ON THE <br />RECOMMENDATION OF THE CITY ADMINISTRATOR AS OUTLINED IN <br />HIS LETTER DATED APRIL 5, 1996 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Pedersen, Scalze, Fahey. <br />Nays (0). Resolution declared adopted. <br />LOAN Fahey commented that there have been some suggestions <br />ORIGINATION made that the City's 1% loan origination fee should <br />FEE go into the Redevelopment Fund. Fahey pointed out that <br />there are a lot of competing interests for funds, <br />examples of which are the Spooner Park shelter, and the <br />addition onto City Hall for the Historical Society. <br />Since there are many viable options for these funds, <br />Fahey felt the Council needed to make a decision on <br />this issue. <br />Scalze suggested that the Council schedule a future <br />discussion of this issue. <br />ST. JUDE The City Administrator reported that Prairie <br />CONTROLLED Restorations has requested permission to conduct a <br />BURN controlled burn at St. Jude Medical. A similar burn <br />was done last year, and it is their feeling another is <br />needed. The Administrator recommended approval subject <br />to the same conditions required last year. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-4-88 - APPROVING A CONTROLLED BURN AT <br />ST. JUDE MEDICAL AS REQUESTED BY PRAIRIE RE5TORATION <br />SUBJECT TO THE CONDITIONS AS OUTLINED IN THE CITY <br />ADMINISTRATOR'S LETTER DATED APRIL 5, 1996 <br />12 <br />
