MINUTES <br />CITY COUNCIL <br />APRIL 10, 1996 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Pedersen, Morelan. <br />Nays (O). Resolution declared adopted. <br />DRUG & The Council reviewed the Drug & Alcohol Testing Policy <br />ALCOHOL for safety-sensitive employees as submitted by the <br />TESTING Public Works Director. It was noted that the City is <br />POLICY required to adopt such a policy for any employees <br />required to have a commercial drivers license. <br />The City Attorney reported that he reviewed the Policy <br />and was comfortable with it. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-4-89 - ADOPTING THE DRUG & ALCOHOL <br />TESTING POLICY AS RECOMMENDED BY THE PUBLIC WORKS <br />DIRECTOR <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Fahey, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />WAGES FOR The Council reviewed the recommendation of the Public <br />PART-TIME Works Director for increase in the 3rd and 4th year <br />SUMNiER wages for part-time temporary seasonal employees. The <br />HELP Public Works felt the increase was necessary in order <br />to recruit and retain experienced seasonal employees. <br />Morelan stated that in looking at the survey done by <br />the City of Eden Prairie, it appears that perhaps this <br />pay scale should be extended to include 5th and 6th <br />year steps. Morelan pointed out the value of seasonal <br />employees goes up each year they come back given their <br />added experience. <br />The City Administrator felt a comprehensive analysis of <br />the issue should be done as part of the 1997 Budget <br />process. The issue is before the Council this evening <br />because of returning employees. The Administrator <br />stated that these employees have proven they can work <br />independently and because of their experience, they do <br />have more value. <br />Morelan asked if there were any returning employees whc <br />have worked for the City longer than 4 years. The <br />Administrator thought there were. Morelan stated that <br />he would like to see the scale extended beyond 4 years. <br />Morelan pointed out it appears from the survey <br />information the average high wage for seasonal <br />13 <br />
