MINU'PES <br />CITY COUNCIL <br />APRIL 10, 1996 <br />Fahey pointed out that City Code provides for mandatory <br />action by the Council in liquor law violations. The <br />severity of the disciplinary action is at the <br />discretion of the City. Fahey further noted that a <br />similar violation by another liquor store occurred in <br />1993. At that hearing the Council imposed a$100.00 <br />civil penalty, suspending the penalty for one year if <br />there were no subsequent violations. <br />John Lanners, MGM Liquors, appeared before the Council <br />admitting that the liquor violation occurred and <br />apologized for the violation. Lanners indicated that <br />in FTL's 15-year history there have been no direct <br />violations of any sort to his knowledge. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 96-4-79 - IMPOSING A$100.00 CIVIL <br />PENALTY ON MGM LIQUORS FOR THE LIQUOR ORDINANCE <br />VIOLATION WHICH OCCURRED ON JANUARY 1, 1996, AND <br />SUSPENDING THE PENALTY FOR ONE YEAR IF THERE ARE NO <br />SUBSEQUENT VIOLATIONS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Pedersen, Scalze, Morelan. <br />Nays (0). Resolution declared adopted. <br />LINCOLN Council revised the application submitted by Michael <br />PAWN & Ranallo requesting he be added as 50% owner of <br />JEWELRY Lincoln Pawn & Jewelry. It was noted that the <br />Sheriff's Department background check on Mr. Ranallo <br />was satisfactory. There was no one present from the <br />general public wishing to comment on this request. <br />Morelan noted that Mr. Ranallo is not present, and <br />indicated that he had some questions he wished to ask <br />regarding Ranallo's past employment history. Council <br />discussed tabling action on the application until <br />Ranallo could be present to answer these questions. As <br />part of this discussion, Fahey suggested the license <br />application be amended so question #6 asks the capacity <br />the applicant was employed in and question #8 asks the <br />reason for leaving the position. Fahey felt it <br />important to ascertain if applicants for this type of <br />license were dismissed by past employers for theft or <br />misconduct involving allegations of dishonesty. <br />At this point in the meeting, Mr. Ranallo appeared. <br />Ranallo reported that his past employment at Mystic <br />2 <br />
