MINUTES <br />CITY COUNCIL <br />APRIL 10, 1996 <br />MASSAGE <br />TIIERAPY <br />LICENSING <br />Ayes (5) Scalze, LaValle, Fahey, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />The City Attorney reported that City staff did a survey <br />of surrounding cities with regard to massage therapy <br />licensing. The survey shows that the Cities of Arden <br />Hills, Falcon Heights, Roseville, Shoreview, and <br />Vadnais Heights require City Council approval of these <br />types of licenses. Little Canada's ordinance also <br />requires Council approval. <br />It was the consensus of the Council to leave the <br />ordinance as is, requiring Council approval of massage <br />therapy licenses since this is consistent with what <br />surrounding cities are doing. <br />HISTORICAL Fahey reviewed the recommendation of the City <br />SOCIETY Administrator to retain Boarman & Associates to <br />ADDITION conduct a feasibility study for the Historical Society <br />addition onto City Hall. <br />Morelan indicated that the last issue of the Little <br />Canada Press published a picture of the proposed <br />addition. The picture the Press used showed the <br />present City Hall with the addition done a few years <br />ago. The addition planned for the Historical Society <br />is substantially smaller than that. <br />LaValle pointed out there was quite a difference in the <br />amounts of the quotes for feasibility studies. <br />The City Administrator reported that his rational for <br />recommending the higher quote was his feeling that <br />since Boarman & Associates did the previous addition <br />onto City Iiall, there would be advantages to using that <br />firm again. This addition turned out very well, and <br />Boarman~s performance was exemplary. The Administrator <br />pointed out that there are a lot of subtle issues to be <br />considered, such as matching existing roof lines and <br />wall angles. The Administrator stated that while Paul <br />Finsness Architects is capable of doing the job, this <br />firm would have a higher learning curve. The <br />Administrator stated that the City Hall addition would <br />not be a simple project; there are complexities that <br />warrant using the same arohitects who were used for the <br />first addition. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />
