MINUTES
CITY COUNCIL
APRIL 10, 1996
RESOLUTION NO. 96-4-82 - IIIRING BOARMAN & ASSOCIATES TO
CONDUCT A FEASIBILITY STUDY FOR AN ADDITION ONTO CITY
HALL FOR THE LITTLE CANADA HISTORICAL SOCIETY AT A COST
NOT TO EXCEED $5,600 PLUS REIMBURSABLE EXPENSES
The foregoing resolution was duly seconded by Scalze.
Ayes (5) Fahey, Scalze, Morelan, Pedersen, LaValle.
Nays (0). Resolution declared adopted.
SPOONER PARK Fahey pointed out that RVK Architects reduced their
SHELTER price for design of a new park shelter for Spooner Park
to $7,020. Fahey indicated that he has concern with
paying this amount of money to design a park shelter.
Fahey asked if it were possible to obtain plans for a
park shelter that the City wants, and have an engineer
siqn off on the plans.
The City Administrator stated that based on discussions
of the Park & Recreation Commission and the Council, it
appeared the City would be designing the building and
there have been no final decisions made on the design.
The Administrator reported it was his understanding
there would be a planning session with the Canadian
Days Committee as well as involvement of the neighbors
in designing the building. The Administrator felt the
architect's fees could be lowered if the design of the
building were known. The Administrator also pointed
out that the City will likely want to incorporate
features which exist in other City buildings. This
does not lend itself well to copying plans from a park
building in another city or county.
Morelan pointed out the proposals are reflective of the
high costs of ineeting requirements imposed on
government. Morelan noted the City must go to a formal
bid process for a project such as this, which then
requires that plans and specifications be drafted.
Fahey asked if the City did not have
engineer on staff who could sign off
Fahey felt that $7,000 in architect'
shelter was too much, and felt staff
City Engineer how much it would cost
sign off on a set of plans.
a registered
on the plans.
s fees for a park
should ask the
for their firm to
Scalze noted that plans are copywrited, and asked what
it would cost to buy the copywrite to a set of plans.
Fahey stated that he understands the need for an
engineer to sign off on plans so that the City is
5
