MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />the Historical Society Addition is exactly the kind of <br />project that fits the 10% funding criteria. It is a <br />project that the City would not have to do, but would <br />like to do. Morelan suggested that the first two items <br />on the Committee's listing be funded and that the <br />balance of 10% funds be held until a decision is made <br />on the Historical Society Addition. Fahey agreed. <br />Morelan stated that he was not prepared to spend tax <br />dollars to fund 100% of the cost of the Historical <br />Society Addition, but felt that funding the project <br />with 50% tax dollars and the other 50% donations and <br />10% funds would be workable. <br />Scalze agreed that projects such as the Historical <br />Society addition are what the 10% Fund is for. Scalze <br />also pointed out that the Council has never funded the <br />entire listing. <br />Morelan pointed out that the six items on the <br />Committee~s listing are all good, worthwhile things. <br />Morelan felt that what matters is the priority, and <br />felt that the Historical Society Addition is something <br />that needs to be done and cannot easily wait. <br />Scalze suggested that the $2,500 in funding for benches <br />and picnic tables in Pioneer Park should come from the <br />Capital Improvement Fund. Council agreed. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-4-102 - APPROVING FUNDING OF CANADIAN <br />DAYS FIREWORKS AND HISTORICAL SOCIETY OFFICE EQUIPMENT <br />AS RECOMMENDED BY THE 10% COMMITTEE FROM 10% FUNDS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, LaValle, Pedersen. <br />Nays (O). Resolution declared adopted. <br />Council discussed the funding of Pioneer Park benches <br />and picnic tables from the Capital Improvement Fund. <br />Morelan felt this matter should be reviewed by the <br />Parks & Recreation Commission prior to a Council <br />decision. <br />The City Administrator pointed out that the 10% <br />Committee understands that they rank funding <br />priorities, but there is no assurance that all the <br />priorities will be funded. Funding is dependent on <br />dollars available and the policies set by the Council. <br />18 <br />
