MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />have any objections. LaValle reported that in his <br />conversations with Gustafson, he indicated that he was <br />concerned the property would be rezoned and a four-plex <br />constructed on the lot. <br />Gustafson pointed out the request before the Council is <br />for a rezoning to medium-density residential. <br />Gustafson stated that he was opposed to the rezoning. <br />LaValle asked what difference there would be if a <br />$250,000 twin home was constructed on the site versus <br />two single-family homes located 20 feet apart. <br />Gustafson stated he would not object to a$250,000 twin <br />home, but indicated that that is not what is being <br />talked about. Gustafson stated that his objection had <br />to do with the rezoning. Gustafson suggested if the <br />Council could figure out a way to keep the twin homes <br />20 feet apart, owner-occupied, and not rezone the <br />property, he would have no problem with that. His <br />biggest objection is the rezoning. <br />Fahey indicated he was opposed to the rezoning pointing <br />out it is clearly spot zoning. The neighborhood is <br />residential and Fahey felt the value of the twin home <br />should not be a factor. Fahey stated that the Council <br />has set a policy opposing spot zoning. The bottom line <br />is that the character of the neighborhood is R-1, and <br />there is no good reason to rezone this property. Fahey <br />felt the property could nicely accommodate a single- <br />family home without impacting the neighborhood. Fahey <br />noted the problems with the rental units on Ruth <br />Street. <br />LaValle pointed out that one $60,000 single-family home <br />could be built on the lot versus the $250,000 twin home <br />being proposed. LaValle suggested the property owners <br />may prefer a$250,000 twin home which is owner- <br />occupied. LaValle pointed out that County Road C is a <br />busy street and felt no one would build a$200,000 <br />single-family home on that corner. <br />Scalze pointed out that Sylvan is a fairly new street, <br />and did not feel it was unreasonable to expect that <br />someone would build a new home on the corner of Sylvan <br />and County Road C. Scalze felt County Road C was a <br />nice street. Scalze noted the petition received <br />against the rezoning was signed primarily by property <br />owners on Sylvan. The petition in favor was signed by <br />property owners a little further away. Scalze pointed <br />out that the property owners on Sylvan bought or <br />3 <br />
