The lot is oversized, about <br />1,000 square feet short of the area needed to subdivide <br />it into two single-family lots. Fasciana also pointed <br />out that there is a soil problem on the lot which will <br />require additional cost to repair. <br />Fasciana reported that Mr. Phil Larson would like to <br />purchase the property and construct a twin home on it. <br />Fasciana felt the twin home would compliment the area, <br />and would be larger than a single-family home which <br />miqht be constructed on the lot. Fasciana reported <br />that when the proposal was first discussed with the <br />City Planner, he had no problem with it. However, at <br />the Planning Commission meeting he recommended against <br />the rezoning. <br />Fasciana reported that he discussed the twin home <br />proposal with a few of the neighbors who indicated they <br />were not opposed. Fasciana pointed out the twin home <br />would be owner-occupied and would not be rental <br />property. <br />Fahey asked if there was anyone from the general public <br />wishing to speak on this matter. <br />Jerry Wester, 2590 Sylvan, reported he was opposed to <br />the rezoning. Wester pointed out that the existing <br />single-family home area was a small island surrounded <br />by commercial, multi-family, and school property. <br />Wester felt Little Canada had enough multiple-family <br />housing. Wester also pointed out there are no <br />guarantees the twin home will not become rental <br />property in the future. <br />Bob Pacyga, 2555 Sylvan, reported that he agreed with <br />Wester's comments. Pacyga indicated the Sylvan Street <br />homeowners built upgraded homes with the understanding <br />that Sylvan would be a nice residential street. Pacyga <br />did not believe the rezoning would fit that perception. <br />Jim Gustafson, 2569 Ruth Street, reported he owns a <br />single-family lot at 2575 Sylvan Street. Gustafson <br />stated he was opposed to the rezoning of the property <br />feeling once the property is rezoned he was not sure <br />what would happen with it. Gustafson pointed out there <br />are other places in the City where a twin home could be <br />built. Gustafson further commented that Little Canada <br />already has a lot of multiple-family housing. <br />LaValle asked Gustafson if the twin home was owner- <br />occupied and with the value proposed, whether he would <br />2 <br />
