MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />FROM SINGLE-FAMILY RESIDENTIAL (R-1) TO MEDIUM-DENSITY <br />RESIDENTIAL (R-2) BASED ON THE RECOMMENDATION OF THE <br />PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Fahey, Pedersen. <br />Nays (1) LaValle. Resolution declared adopted. <br />CONDITIONAL Fahey opened the Public Hearing to consider the <br />USE PERMIT- application for Conditional Use Permit submitted by <br />951 BEAM - Gerald Battista so that he can construct an <br />BATTISTA accessory building on this property located at 951 Beam <br />Avenue with total accessory building space exceeding <br />1,000 square feet. Fahey noted that the Planning <br />Commission has recommended denial of the CUP. Also, <br />Ms. Beverly Ryan, 981 Beam Avenue, submitted a letter <br />indicating her opposition to the proposal. <br />Mr. Gerald Battista felt the building would blend in <br />with the area. Mr. Battista reported that he would be <br />usinq the accessory building for storage purposes, <br />indicating he would like to purchase a Winnebago and <br />sailboat. These would be stored in the building alonq <br />with our vehicles and machinery he has in his yard. <br />Fahey asked if Mr. Battista did work overhauling <br />equipment. <br />Battista replied that he has two tractors which he <br />works on frequently as well as his vehicle and his <br />children's vehicles. Battista reported when he retires <br />he hopes to travel during the winter. He is hoping to <br />purcha'se a Winnebago, ancl store it in the building <br />during'the summer months. Battista pointed out that <br />his neighbor two properties to the west has a pole barn <br />on this property. Battista felt a pole barn was more <br />temporary in nature, and he wanted to construct a more <br />permanent-type building. Battista reported that he <br />thought as long as he had to put footings in, he might <br />as well put a lower level in the accessory building. <br />Scalze pointed out that the Council has historically <br />approved accessory buildings in the 1,100 to 1,500 <br />square foot range. Scalze pointed out that Mr. <br />Battista is proposing a building approximately 1,800 <br />square feet on each level, witri three levels. <br />Battista reported that he is proposing attic space <br />because he felt it was more efficient use of the sloped <br />roof area.
