MINUTES <br />CITY COUNCIL <br />MAY 8, 1996 <br />could be another site to consider at this time. Scalze <br />did not think the City should take on too much at one <br />time. Scalze felt the City should concentrate on the <br />vacant and substandard properties. <br />Pedersen pointed out there are only 5 or 6 properties <br />being discussed, and recommended the City obtain <br />appraisals for these properties. <br />Scalze suggested once the appraisals are obtained, the <br />Council could decide which properties to proceed with. <br />Pedersen pointed out that it was necessary for the City <br />to obtain appraisals on these properties. Appraisals <br />will give the City a basis for negotiating option <br />agreements. Pedersen indicated that until an appraisal <br />is done, the City does not know what the properties are <br />worth. <br />Scalze pointed out that one property owner may have <br />already given the City a price. <br />Pedersen again stated that the City needed appraisals <br />as the basis for their negotiations. Without <br />appraisals, there is nothing specific for the City or <br />property owners to react to. <br />Fahey suggested the City proceed with phase one on the <br />north side of Little Canada Road. <br />LaValle felt it was important for the City to proceed <br />with both the north and south sides of the street. <br />LaValle pointed out that developers will be looking for <br />certain-sized parcels. If the City cannot meet a <br />developer's needs on the north side of the street, <br />perhaps it could on the south. <br />Fahey agreed the City should proceed with appraisals. <br />Fahey indicated that the City would work with willing <br />sellers at a price that is reasonable. <br />Scalze pointed out Sherman Rutzick indicated it was <br />necessary for the City to obtain options on the <br />properties. <br />Pedersen indicated that a developer will also want to <br />know what is planned for the area around his or her <br />development. A developer will want a sense that <br />redevelopment will continue happening in the area. <br />Morelan pointed out it is not the City's intention to <br />4 <br />
