MINUTES <br />CITY COUNCIL <br />MAY 8, 1996 <br />RICE STR./ Mayor Fahey reviewed the City Administrator~s memo <br />LITTLE dated May 3, 1996 outlining Rice Street/Little Canada <br />CANADA ROAD Road Request For Proposal action steps. Fahey asked <br />RFP ACTION if the City Administrator was requesting authorization <br />STEPS of all action steps at this time. <br />The Administrative Assistant pointed out that the first <br />action step is to determine whether or not property <br />owners in the area are interested in cooperating with <br />the City in the RFP process. That interest would <br />involve granting the City options to purchase their <br />property for an 18 to 24 month period. If there is <br />interest, then the next step would be to obtain <br />appraisals on the properties. These appraisals would <br />be used as the basis for neqotiating the option price. <br />LaValle suggested when the City Administrator contacts <br />the property owners to determine their interest, he <br />also get a feeling for the amount of money they are <br />interested in for their property. LaValle suggested it <br />may not be necessary to obtain appraisals. <br />Morelan stated that based on discussions at the April <br />30th workshop, the Administrator would first determine <br />interest on the part of the property owners. If there <br />was some discrepancy in the amount of money the <br />property owners want, then the City would obtain <br />appraisals. <br />Morelan pointed out that the RFP process is a big step <br />toward the goal of redeveloping the area. Morelan felt <br />it was necessary for the City to be involved in order <br />to get redevelopment started. Morelan stated that <br />without City involvement, it was his opinion that ten <br />years from now the property would be sitting as it is <br />today. Morelan also pointed out that both the City's <br />consultants and independent developers agree there is a <br />need for City involvement due to the multiple property <br />owners involved. Morelan felt there was some concern <br />that the City should not be as heavily involved as it <br />is, but felt without that involvement, nothing would <br />happen. <br />Scalze indicated she would like to do the RFP in phases <br />beginning with the north corner of Rice Street and <br />Little Canada Road. Scalze pointed out that a portion <br />of the area is vacant, although there is the small <br />brick building to the north which would need to be <br />demolished, and there is the Budqet Power site to <br />consider.
