MIN~PES <br />CITY COUNCIL <br />MAY 22, 1996 <br />ARCHITECTURAL The City Planner reported the Planning Commission <br />GUIDELINES is recommending the architectural guidelines for the <br />Rice Street/Little Canada Road area be amended to allow <br />backlit freestanding signs. Right now the <br />interpretation of the guidelines is that they would not <br />be allowed. The Planner indicated this provision will <br />probably be applied to the extension of architectural <br />guidelines for the B-3 areas in the City. <br />Morelan stated that he was not sure he would want to <br />see backlit signs on Middle Street or Market Place <br />Drive, but felt they were appropriate along Rice Street <br />and Little Canada Road. <br />Fahey indicated he had no opposition to backlit signs. <br />Pedersen felt the key was that the sign is tastefully <br />done. <br />Fahey pointed out a business could have an unattractive <br />sign that is lit from the ground. Fahey felt a backlit <br />siqn was more visible and may help to support the <br />City's businesses. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-5-123 - AMENDING THE CITY~S <br />ARCHITECTURAL GUIDELINES FOR THE RICE STREET/LITTLE <br />CANADA ROAD REDEVELOPMENT AREA TO ALLOW BACKLIT <br />FREESTANDING SIGNS AS RECOMMENDED BY THE PLANNING <br />COMMISSION <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (3) LaValle, Fahey, Pedersen. <br />Nays (2) Morelan, Scalze. Resolution declared adopted. <br />CONDITIONAL Fahey pointed out that the Planning Commission is <br />USE PERMITS recommending the City retain its current policy of <br />FOR ACCESSORY granting Conditional Use Permits for accessory <br />BUILDINGS buildings where the total garage and accessory building <br />space falls in a range of 1,000 square feet to 1,500 <br />square feet. Fahey suggested perhaps this policy <br />should be formalized through an ordinance amendment. <br />The City Planner indicated that the Code requires a <br />Conditional Use Permit for total garage and accessory <br />building space over 1,000 square feet. Conditional Use <br />Permits which have been issued in the past have fallen <br />
