MINUTES <br />CITY COUNCIL <br />MAY 22, 1996 <br />purchase a Hurst tool. Funding has been approved from <br />the City's 10% Fund. A committee of the Fire <br />Department will be taking bids and will come back with <br />a recommendation. <br />Boss indicated that the Fire Department hopes to use <br />fund raising proceeds to upgrade electrical cords, <br />purchase of new jackets for fire fighters, refurbish <br />unit 742, install a foam system on unit 744, and <br />purchase of a hose washer. Boss estimated the cost of <br />refurbishing unit 742 at $40,000 to $50,000. The <br />Department is currently studying the use of foam for <br />all fires, and would like to have a foam system <br />installed on the ladder truck. The Chief also pointed <br />out that after use, hoses need to be washed to remove <br />toxic smoke and debris. The current procedure involves <br />laying hoses on the floor and brushing them with hand <br />brooms. A hose washer would provide a much more <br />efficient means of keeping hoses clean. <br />LaValle asked which cities use foam. The Chief replied <br />that both New Brighton and Vadnais Heights use foam <br />systems. The foam is environmentally safe and causes <br />less damage than water. Boss reported that a dual <br />system would be used, so the Fire Department could use <br />water c~r foam. Boss further reported that foam is used <br />quite extensively in Europe, and the U.S. is just now <br />discovering its benefits. Boss stated that the <br />Departruent has not yet obtained estimates for <br />installation of the foam system, but suggested cost <br />might be in the $20,000 range. <br />Boss informed the Council of the Department~s desire to <br />purchase a Cairns Iris Helmet, which is a very new and <br />innovative tool for fire fighters. Cost of one helmet <br />is $25,000. Boss encouraged the Mayor and Council <br />Members to view a video-tape on the helmet. The <br />Department has made requests for donations for this <br />purchase. <br />Due to the installation of water main along Keller <br />Parkway and Edgerton Street, the Chief suggested the <br />City request a review of its fire rating. In addition <br />to these water main improvements, the Fire Department <br />now ha:: a ladder truck and a computerized call and <br />response system. It was pointed out that the City's <br />current rating is at six. A reduction in this rating <br />would benefit commercial properties in the City. Boss <br />reported that the City of Roseville hired a consultant <br />to come in and review their proqram prior to inviting <br />the insurance rater in. Boss suggested that perhaps <br />2 <br />
