Vaughan reported that five traffic <br />studies have been done in this area, two of which he <br />conducted himself. Vaughan reported there have been <br />concerns about access to Nadeau Park and the walkinq <br />trail due to the traffic speeds on Jackson Street. <br />Vaughan reported that stop signs are typically not a <br />good tool for controlling traffic speeds. Drivers will <br />accelerate faster after leaving a stop sign. However, <br />the latest traffic study of this area after the stop <br />sign had been installed showed there had been a <br />reduction in average traffic speeds, although it was <br />not very significant. Vaughan reported that 97% of the <br />cars using this street are traveling under 35 miles per <br />hour. <br />Vaughan reported that he has seen a number of children <br />at the intersection waiting for the school bus. There <br />are also children riding their bikes on the trail. <br />Whether children are using Nadeau Park, Vaugn did not <br />know. <br />Vaughan also pointed out that some residents had <br />requested stop signs on the Old County Road C curves. <br />Vaughan stated that these stop signs were not needed, <br />and that the Jackson/Lake Streets stop sign was <br />adequate for addressing the need for access to Nadeau <br />Park. Vaughan stated that he saw no need for a <br />reduction in the speed limit in the area. <br />Morelan asked about traffic accidents in this area. <br />Vaugn replied that since 1993 there have been two <br />accidents with property damage on Old County Road C. <br />If there have been other accidents, they were not <br />reported to the Sheriff's Department since they may not <br />have met the State's minimum reporting requirements. <br />Morelan asked about enforcing violations of cars <br />cutting the corners on Old County Road C. <br />Vaugn replied that until the street is completed and <br />striped, enforcement is a problem. <br />Pedersen asked if the Jackson/Lake Streets stop sign <br />did not exist, if Vaugn would recommend a stop sign be <br />installed at that intersection. <br />Vaugn replied that when he worked the area prior to the <br />existence of the stop sign, he issued tickets for <br />speeding.
