MINUTES <br />CITY COUNCIL <br />JUNE 10, 1996 <br />issued tickets for failure to stop at the sign. Vaugn <br />stated that he did not believe a stop sign should be <br />used to control speed, but felt the stop sign was <br />efficient for safety purposes given the trail and park <br />access issues. <br />Morelan asked if signage on the Old County Road C <br />curves should be flagged. <br />Vaugn reported that this has been done in other areas, <br />but he has not found it to be any more efficient than <br />the sign itself. <br />Fahey stated that unless there is action by the City <br />Councii to order the removal of the Jackson/Lake <br />5treets stop sign, the sign will remain. <br />Morelar~ pointed out that there are good points on both <br />sides, and felt one of the most important factors is <br />public safety with the crossing from the trail at this <br />intersection and access to Nadeau Park. <br />Given there was no motion, the stop sign at <br />Jackson/Lake Streets will remain. <br />JOINT COUNTY/ Mayor Fahey read Ramsey County Commissioner Brenda <br />ST. PAUI, Thomas' letter dated May 14, 1996 outlining her <br />PUBLIC concerns with a proposal which would create a joint <br />HEALTH Ramsey County/St. Paul public health agency. <br />AGENCY <br /> Commissioner Thomas thanked the Council for the <br /> opportunity to address them this evening. Thomas <br /> informed the Council that she was opposed to the draft <br /> joint powers agreement which would create a joint <br /> Ramsey County/St. Paul public health agency. Thomas <br /> reported that the Ramsey County Board has not taken up <br /> this matter at all. Thomas referred to a letter she <br /> sent Hal Norgard expressing concern that the process <br /> has not included the Board, public officials, or <br /> residents of the County's suburban communities. <br />Thomas outlined the long history of this issue which <br />was first proposed in 1944. Nothing happened at that <br />time nor when the merger was again proposed in the <br />1980's by the League of Women Voters. In 1991, the <br />State Legislature mandated the Ramsey County Local <br />Studies Commission to look at services provided by the <br />County and its 18 cities to see where there was <br />duplication of services and where these services could <br />be coordinated or consolidated.
