MINUTES <br />CITY COUNCIL <br />JUNE 26, 1996 <br />PUBLIC <br />HEARING - <br />CUP FOR <br />OF P7IRKING - <br />MBC <br />ENTERPRISE <br />Upon motion by Morelan, seconded by Fahey, the public <br />hearing was closed. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />WITH MINIMUM FRONTAGE ON AN IMPROVED STREET <br />RESOLUTION NO. 96-6-151 - TABLING ACTION ON THE <br />PROPERTY DIVISION AND VARIANCE FROM THE REQUIREMENT OF <br />FRONTAGE ON AN IMPROVED PUBLIC STREET AS REQUESTED FOR <br />THE PALMEN PROPERTY ON MCMENEMY STREET PENDING A STAFF <br />RECOMMENDATION ON A CONCEPT PLAT OF THE PROPERTY OR THE <br />DIVISION OF THE PROPERTY INTO TWO SINGLE-FAMILY LOTS <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Fahey. <br />Nays (2) Scalze, Morelan. Resolution declared adopted. <br />Fahey opened the Public Hearing to consider the request <br />of MBC Enterprise Company for approval of a Conditional <br />Use Permit for the expansion of joint parking <br />facilities at 2777 Country Drive. Both the Planninq <br />Commission and the City Planner recommended approval of <br />the Conditional Use Permit. <br />Tom Lunzer, owner of Grumpy's, questioned whether the <br />Quicksilver Delivery Service was a legal business in <br />the B-3 Zoninq District, and pointed out that <br />additional parking is being requested for this <br />business. Lunzer felt the Quicksilver business was a <br />trucking firm and asked if a trucking firm is a <br />permitted use in the B-3 District. <br />Kurt Sloan, MBC Enterprise, reported that Quicksilver <br />is a tenant at the site and is a courier service which <br />operates with small trucks, vans, and cars. Sloan <br />reported the additional parking is needed for all the <br />tenants in the three buildings. <br />The City Administrator pointed out the City licenses <br />only certain types of businesses, and courier services <br />are not one of those. If it is determined that the <br />Quicksilver business is non-conforming, the City would <br />not warit the non-conformity expanded. <br />The City Planner indicated his assumption was the <br />Quicksilver business is an office/dispatch related use, <br />therefore, is a permitted use. However, if material is <br />handled and there is a warehouse function, then the <br />business should be located in an industrial warehouse- <br />18 <br />
