MINUTES
CITY COUNCIL
JIINE 26, 1996
type district rather than B-3.
Sloan replied that the business is primarily a dispatch
center. Delivery vehicles are parked at the site,
drivers pick up a delivery vehicle and take them out.
Sloan reported that Quicksilver is not running a
terminal at the site.
Council felt that before the Conditional Use Permit can
be acted upon, the City Planner should investigate the
type of business Quicksilver operates.
Lunzer reported that Quicksilver has 50 to 60 vehicles
parked in the lot. Lunzer felt if Quicksilver is a
non-coriforming business, they should not be allowed 24
additional parking spaces.
LaValle asked if employees coming to work pick up a
Quicksilver vehicle and then leave their personal
vehicle parked at the lot during their work hours.
Sloan replied that was correct. Sloan reported the
additional parking is being requested for all the
tenants of the three buildings. Sloan reported there
is a shortage of parking during regular business hours.
Quicksilver operates 24 hours, with a skeleton crew in
the evenings and on weekends. There is no shortage of
parking at that time. Sloan reported that Quicksilver
has operated their business in the same way since they
located in Little Canada three to four years ago.
Lunzer reported that approximately 10% of Quicksilver's
fleet are 3 to 5 ton vehicles.
The City Administrator felt the focus should be on
whether or not the Quicksilver business was operating a
trucking terminal as well as the issue of outdoor
storage.
Fahey suggested staff determine whether the Council
provided any Conditional Use Permit approvals, etc., at
the time Quicksilver located in Little Canada. Morelan
suqgested staff also review Quicksilver's operation to
determine whether it is conforming, and its affect on
traffic in the area.
The Planner indicated if there is materials handlinq,
then the business would be considered an industrial-
type terminal activity.
There were no additional comments from the general
19
